Charlie Nooney - Chairman and CEO

Charlie Nooney serves as chairman and chief executive officer (CEO) of MobiTV, Inc. He is a seasoned media executive with a career dedicated to connecting media and mainstream brands with consumers through emerging technologies. In his role as CEO, Nooney drives corporate strategy to grow distribution, drive adoption and strengthen relationships with MobiTV’s carrier, content and OEM partners. He has been pivotal in evolving MobiTV’s vision to deliver a more personalized, relevant and immediate multiscreen connected media experience.

Prior to MobiTV, Nooney held a number of executive positions including president of Technicolor Network Services, chairman of Screenvision and CEO of Premier Retail Networks. He also spent 15 years with Disney/ABC Cable networks as executive vice president of affiliate sales and marketing.

Nooney earned a bachelor’s degree in urban studies and public administration from the University of Alabama at Birmingham (UAB).

Paul Scanlan - President, Co-Founder

Paul Scanlan serves as co-founder and president of MobiTV, Inc. Heading up the new London office, Paul is managing and growing all aspects of the company’s international sales and partnership activity. He has played a critical part in all aspects of the company’s success - from its early beginnings forging the path for new and innovative TV services through to today’s position as the market-leading end-to-end managed service for multi-screen TV delivery. Prior to founding MobiTV, Scanlan served as managing partner and executive vice president of Enterprise IG, where he managed the technology consulting practice and was instrumental in successfully expanding the business. Scanlan launched his career in telecommunications sales at Lucent Technologies.

An experienced business strategist, Scanlan has spoken at leading industry events, including Streaming Media West. Scanlan earned a bachelor’s degree in communications from the University of Wisconsin and is a member of the board of directors for MobiTV, Underground Labs, The New York Rock Exchange, as well as several advisory positions for technology startups. 

Scanlan is a frequent speaker at CTIA, CES, Digital Hollywood, NAB, MIPTV, and MWC. 

Cedric Fernandes – Chief Technology Officer

Cedric Fernandes serves as chief technology officer at MobiTV, Inc. Fernandes oversees the strategic direction of the company’s technology and platform roadmap utilizing his passion for conceptualizing and delivering true TV everywhere experiences and multi-platform solutions. Over the past eight years, Fernandes has been one of the company’s key technologists helping to drive innovation in the delivery of media to all connected screens.  Most recently, in his post as vice president of technology, he oversaw the direction of the company’s connected media platform, OEM partnerships and R&D efforts, among other responsibilities.

Prior to MobiTV, Fernandes served as Chief Information Officer at NetPace, Inc., an application development and systems integration company. During his tenure, he trail blazed the B2B app space by having effectively architected and managed enterprise applications designed specifically for wireless. Additionally, utilizing his deep experience with delivery across networks, he built an SMSC and ESME to provide text messaging services to wireless operators and content providers while running some of the highest volume messaging campaigns of its time.

Fernandes is an inventor on several technology patents related to media streaming and distribution.

Bill Routt - Chief Operating Officer

Bill Routt serves as chief operating officer at MobiTV, Inc. He spearheads strategic and agile collaboration within MobiTV’s key departments of operations, engineering and systems integration.  Prior to being appointed COO, Routt served as Senior Vice President of Operations overseeing day-to-day operations that drive the stability, reliability, quality and 24/7 monitoring of MobiTV’s renowned end-to-end managed service platform.

For 11 years, Routt held various leadership roles in Sprint’s Technology Integration Center and Network Development. He was responsible for the design, development, testing and integration for complex wireless platforms, including messaging, wireless access, multimedia streaming, VOIP and core IP routing.

Routt earned a bachelor’s degree from Florida Atlantic University and a master’s degree in science from Southern Methodist University. Specialties include wireless enhanced data services, routing and switching.

Bill Losch - Chief Financial Officer

Bill Losch serves as chief financial officer (CFO) of MobiTV, Inc. He brings more than two decades of experience in the corporate financial field across key entertainment, technology and financial markets to the company’s executive team. He is responsible for all finance and administration functions, including corporate finance, accounting and control, legal affairs and human resources.

Previously, Losch served as chief accounting officer (CAO) at DreamWorks Animation SKG, Inc., where he managed all accounting and control, financial reporting, treasury and tax functions. He was an integral part of the management team responsible for a highly successful initial public offering in October 2004. Losch also served as vice president of finance and CAO at Yahoo! Inc. He was responsible for the day-to-day accounting operations, corporate accounting and control, financial reporting, budget and forecasting, risk management and facilities.

Between 1993 and 1998, Losch held multiple VP-level positions for Universal Studios, Inc. Prior to that, he managed audit and other financial service engagements for commercial banks, real estate and entertainment companies at KPMG Peat Marwick.

Losch earned a bachelor’s degree in economics from The University of California at Los Angeles and is a licensed CPA (inactive) in the State of California.

Rick Herman - Chief Strategy Officer

Rick Herman serves as chief strategy officer (CSO) of MobiTV, Inc. He drives strategic planning and execution to grow the footprint of MobiTV’s end-to-end managed service platform. Herman identifies and evaluates strategic relationships, and manages the execution of alliances, partnerships and agreements to support a global corporate vision. He also supervises business development efforts and oversees content/programming and marketing/PR programs.

An industry veteran, Herman previously served as senior vice president of business and legal affairs of Sony Online Entertainment (SOE) in San Diego. He was responsible for the strategic transactions related to content acquisition, distribution and development worldwide. Prior to his role at SOE, Herman served as associate general counsel of At Home Corporation (Excite@Home). He managed and supervised the negotiation and structure of the company’s significant commercial transactions, including mergers, acquisitions, and strategic alliances, with a particular emphasis on media, entertainment and cable/carrier matters.

Herman earned a Juris Doctor from Loyola Law School and a bachelor’s degree from University of Colorado at Boulder.

Ellen McDonald

Scott Hamilton – VP Sales

Scott Hamilton serves as vice president of sales at MobiTV, Inc. He leads the sales team and is responsible for managing and growing major account relationships in the United States. Hamilton has successfully expanded MobiTV’s base of revenue and extended and strengthened partnerships across all key accounts.

An industry veteran, Hamilton brings more than 20 years of experience in the wireless industry. He has held various management roles at both technology providers and carriers, including QuickPlay Media and Bytemobile, where he led the team responsible for building the North American market.  Additionally, Hamilton served as director of wireless data at Cellular One in the Bay Area, where he launched one of the nation’s first mobile packet data and email services. He began his sales career at IBM where he spent 13 years.

Hamilton earned a bachelor’s degree in philosophy from the University of Southampton in United Kingdom.

Ellen McDonald

Ellen McDonald - VP General Counsel and Secretary

Ellen McDonald serves as vice president of general counsel at MobiTV, Inc. Since joining the company in 2005, she has been responsible for management of all legal functions including patent filings and IP, contract negotiations, among other areas. Most recently, McDonald represented MobiTV in a major win regarding ASCAP copyright matters.

Previously, McDonald has held various roles at Orrick Herrington & Sutcliffe LLP, PricewaterhouseCoopers and IBM.

McDonald earned a bachelor’s degree in economics from the University of Notre Dame and Juris Doctor from the University of California at Berkeley (Boalt Hall).
